Are you sure this is always the case? See for example http://osdir.com/ml/gnu.mingw.devel/2003-03/msg00057.html. It sounds like this might at least be a problem with old tool chains?
I also couldn't immediately find a mention of it anywhere near http://msdn.microsoft.com/en-us/library/ms679356(VS.85).aspx .
