Hi Bruce, you are right (I cc. to the mailing list because it solves the
problem)

I wasn't aware that bdwgc needs pkg-config. It is not even documented in
the autogen.sh script  nor in the installation instructions nor in the
github incidence but yes, after manually installing pkg-config in cygwin,
autogen.sh seems to work.

This rules out, however, installation under mingw of clean sources -- one
has to install cygwin and configure there in order to build with mingw,
which is kind of annoying
