I really hesitate whether it worth copying that directive from pkg.m4 to improve error reporting or not.

Further, the m4_pattern_forbid-directives in effect only cover the latter two macros, so the error message does not reveal which macro is actually missing.  (Copying the "m4_pattern_forbid([^?PKG[A-Z]+$]" directive from pkg.m4 would produce a more informative error message.)  Ivan, good you documented this.
