They're identical:

thallium$ xcrun -f clang
/Applications/Xcode.app/Contents/Developer/Toolchains/XcodeDefault.xctoolchain/usr/bin/clang
thallium$ cmp /Applications/Xcode.app/Contents/Developer/Toolchains/XcodeDefault.xctoolchain/usr/bin/clang /usr/bin/cc
thallium$
