[httperf] Doubts about parameter rate

I would have to agree with Martin on this one. When you specify httperf's rate parameter you are basically telling httperf it's ok to use whatever system resources it needs to get up to that rate but certainly not a guarantee that your system is capable of handling the specified rate of requests. There are lots of factors that could play into this including how quickly your OS can offer network sockets, processor power, whether other applications are fighting with httperf, etc. Generally you will want to run httperf on a system where you are not running any other program, especially not the http server you are attempting to test.
