My mistake.  At least as late as 19.19, FSF emacs has the "timer"
package, which provides the "run-at-time" function, which is similar,
but not identical to the "start-itimer" function that lemacs provides.

Hmmm... There doesn't appear to be a "run-at-time" function or
"timer.el" file provided with Lucid Emacs 19.9.  It does have the
"wakeup" program, though.
