EFS 1.6 bug: Weird Timezone error

Dear bug team:

I have experienced with just about any attempt to copy a file from a
remote host, the error "weird timezone" coming at the end of the copy.
This interrupts multiple copies. Right now, on my host, I get these values
which causes an error in efs-local-timezone.

 (efs-local-time) => (11673 51132)

 (efs-gmt-time) => (11674 7248)

My machine's timezone is CST. As a fix, I just commented out that
line.
