The machine cuckoo.hpl.hp.com is behind a firewall.  You will not be able to
get any packets directly to it.  Most well-configured mail systems will look
at the DNS record for cuckoo.hpl.hp.com and realise that they have to route
the mail through hplb.hpl.hp.com.

The following e-mail address may work:

  efs-bugs%cuckoo.hpl.hp.com@hplb.hpl.hp.com

I believe that it is a timing issue.  If it is the same problem that I've
found under XEmacs 19.11, then a fix will be forthcoming in the near future.
