efs 1.14 w/xemacs 19.12 - 2.5 bugs

1. In the Makefile, the commands should include '-q
   -no-site-file'. At least my setup does not work right if xemacs
   in invoked in batch without these switches.
   BTW, Making of beta versions of VM had the same problem which has
   since been fixed after I reported it.

2. When I try to open a remote file, I get this message:

   function symbol definition is void: dired-manual-move-to-filename

   I also get it if I try to run 'efs-report-bug' :-(
