It's written.  As is efs-19.23 for FSF emacs 19.23 and later.  All
this is part of 1.8 which Andy is alpha testing now.  1.7 will not be
released.  It never got beyond alpha test because of the changes to
the file-name-handler-alist.

1.8 makes use of the new features in the file-name-handler-alist.  A
backward's compatibility package is provided to allow 1.8 to work with
emacs 18 and all earlier versions of emacs 19.

With 1.8 is dired 7.1, which is substantially upgraded from 7.0.  It's
also being alpha tested.  Baring unforeseen problems, this will all be
beta test released early next week.
