write-file on VMS systems broken

If I try to use write-file on a VMS system (AXP or VAX) efs produces
an error message:
Cannot get listing for fictitious "/" directory.

find-file and save-buffer work just fine.  The problem occurs when
people use the "Save As..." menu entry which is bound to write-file.

FTR: I'm using a patched Lucid Emacs 19.10 and efs-1.14, but I expect
any Emacs to show the same behaviour.

The problem is not all that urgent but maybe there is some simple fix
(like pointing out what I'm doing wrong).
