Splitting is a bad idea indeed.
Distribution size doesn't really figure into it looking at the size of
other packages in the XEmacs tree which are used a lot less than
ange-ftp is now and EFS will be.
Note that the guy who proposed the split was Bob Weiner - someone with
two substantially larger packages in the XEmacs tree which are
regarded by many as obscure, as messages on the XEmacs list seem to
indicate.
(Don't flame me for this - I find Hyperbole very useful.)
