efs doesn't check for too many users message after send acct

There are checks to see if the return message is about too many users
after send user and password, but no check after sending the account
password.  With the raptor gateway, this is when I get the message.

I tried to cut and paste the code from efs-send-passwd, but haven't
got it quite right yet.  And I can't use edebug on the function, which
is a pain.  I'm sure someone out there can do it quicker than me.
