HTTP 0.9 still has a few virtues, one of which is that minimal
support for it can be hacked into the gopher protocol
allowing gopher to www links that a web client can follow.
So it does still see some real use.
Providing a specfication for HTTP 0.9 isn't "costing"
the working group much.
